If you find that your toilet rocks back and forth chances are it will eventually start to leak. The rocking is an indicator that the toilet is no longer secured to the floor properly. The first thing you will want to check for is that the bolts that hold the toilet to the floor are tight. If that does not solve the problem then chances are that the bolt has broken a piece of the flange off and it is no longer able to hold it in place. Alternatively the rocking could be from an ongoing leak in the toilet which has weakened the floor making it uneven. Regardless of the reason you need to give a rocking toilet immediate attention. In some cases this issue can be fixed with toilet shims. A toilet shim can fix an uneven toilet by placing the shims under the toilet and then cutting off the exposed portions of the shims with a utility knife. If that doesn’t fix the problem, however, chances are you need to replace the flange.
